Board of Supervisors Meeting

Monday, March 20, 2023

Minutes

Chairman Karbash called the meeting to order at 7:00pm. Present: Karbash, Supervisors Susan Miller, Dave Overbeek, Steven Wade, Tom Kraus.

Motion to approve the Agenda by Overbeek, second by Wade, passed unanimously. Motion to approve the minutes by Kraus, second by Miller, passed unanimously.

Motion to approve the Treasurer’s report by Miller with a request to make sure we have the ARPA report showing as a line item, second by Wade, passed unanimously.

Clerk Hayes advises the Board that he has revised the Treasurer ’s report to clarify the account name and account number and that this will be available on next month’s Treasurer’s report. Karbash asks if the account numbers and names can be typed versus handwritten for clarity.

Board Reports

Karbash – One item under complaints. In working with deputy Treasurer Sheets, we had a vacant lot parcel receive a garbage collection fee. It is my understanding this has been resolved. Overbeek – Whitewater Fire & EMS couldn’t make it this evening so were attempting to arrange a special meeting.

Miller – Had couple of inquiries into zoning and land use. Wade – On Agenda

Kraus – Had discussions with property owner from last months complaint and offered some suggestions to resolve the matter with some clean up.

Sheriff’s Liaison – January 30th there were two burglaries near Wisconsin Parkway. Both residences were summer homes. Nothing since then.

Roadman Report – McManaway advises that in process of formulating thoughts on road work.

Operator’s License Requests

– Marie Fehring (Turtle Lake Tap $ Grill)

– Angeline Doman (Snug Lake Harbor)

Motion to approve and issue license by Kraus, second by Miller, Passed unanimously.

Jessie Grober – Delavan/Darien School Board Candidate

Introduced herself – Achieved Master’s degree, Delavan alum, will focus on the school providing improved education.

Road Bids

– Supervisor Miller encourages the Board to begin to think about soliciting road bids

– Roadman McManaway advises he will review the list of contractors with Clerk Hayes and

update this. Supervisor Kraus suggests a close look at McFarland, Delaney and Shadel roads. Supervisor Miller suggests we should consider using ARPA funds for road improvement. Karbash asks the Board when a road tour would be possible. Following discussion the Board identifies Saturday morning April 8, 2023 to meet at 10:00am at the Town Hall for this purpose.

Clerk Hayes advises he will post this activity in advance. ATV/UTV Ordinance Supervisor Wade advises that we have tabled this discussion to observe what neighboring townships actions are. Wade has discussed this with County Representative Huff asking if we can coordinate our signage activity with neighboring townships. Huff has advised that we will be responsible for our own signage so it appears we’ve been waiting for something that won’t happen. Wade explains that the signage requirements are more extensive than anticipated and the County will require an inspection and an approval of our efforts in this regard.

Overbeek opinions that the County will need to clarify the requirement. Wade advises the County ordinance will become effective July 1st, 2023 so we will have to update our ordinance accordingly and we should be planning our approach so we’re ready to go by that date. McManaway advises he will confer with some of the surrounding townships to see what their intentions are. Wade advises that there is one scenario that would preclude each township from taking independent action and that is if every township agrees to adopt the County Ordinance, but that is not likely to happen.

Former Clerk Ceas advises that we will have to update our ordinance in advance of this action. Karbash asks the Board what they would like to do.

Motion by Overbeek to adopt the County ordinance, seconded by Kraus, passed unanimously.

Dates for Open Book and Board of Review

– Clerk Hayes advises the dates that Accurate Appraisal has offered. Both dates are during the week, and former clerk Ceas suggests we have always tried to schedule the Open Book for a Saturday so that residents aren’t burdened with having to take off work. Following discussion and a review of the calendar the Board identifies the following dates;

Open Book Meeting – Saturday July 22, 2023

Board of Review – Thursday August 10, 2023

Clerk Hayes will coordinate these dates with Accurate Appraisal

Complaints

– Karbash had a complaint for work being done at 6267 County Road P, the complaint is read alleging building code violations, and a partially completed project leaving the building sitting empty for well over a year. Karbash advises that he viewed the property and he viewed that the property is being worked on.

Motion by Overbeek that we ask the building inspector to look at the property and move forward with any recommendations received, second by Kraus, passed unanimously.

Karbash advises he will call the building inspector.

Payment of Bills

– Motion by Miller to approve the bills, second by Kraus, passed unanimously. Motion to adjourn by Miller, second by Wade, passed unanimously.
