Board of Supervisors Meeting

Minutes

Chairman Jeff Karbash called the meeting to order after the Budget Hearing that started at 7:00pm. Present: Karbash, Supervisors Dave Overbeek, Steve Wade, Tom Kraus. Absent: Supervisor Susan Miller. The Pledge of Allegiance was recited.

Motion by Overbeek, Second by Wade, to approve the Agenda. Passed unanimously.

Motion by Kraus, Second by Overbeek, to approve the Minutes, passed unanimously.

Treasurer=s Report – Clerk stated the Treasurer=s Report was not available due to Treasurer Seaver being at the rehab facility.

Board Reports
Karbash – not much, talked to Attorney and Miller re complaint.
Overbeek – nothing
Wade – attended ITT meeting – they asked for our input on ATV ordinance; County considering giving Towns jurisdiction on use of ATVs on County Roads in their townships.
Kraus – nothing

Sheriff=s Liaison – not available

Whitewater Schools – Caroline Pate-Hefty reported the referendum was passed. High School is presenting Beauty & the Beast this weekend. Seniors are required to do 10 hours of community service – let school know if you have a need. Cheerleaders are having a shoe collection for those in need.

Public Comment – Question if roads are open to ATVs yet. Wade – should be soon, Wally currently installing signs. Overbeek noted just Turtle Lake area is left. Question about fire service on the north side of Town – concerns about response time if Town changes to Delavan for coverage. Question if contract with Whitewater must include both fire and EMS services. Karbash thanked everyone for their comments that the Board can consider during contract negotiations. Wayne Redenius noted that Whitewater is always part of mutual aid, so often other departments arrive before they do.

Mario Pacheco Request to Serve Alcohol at the Town Hall November 26. Board noted Mr. Pacheco has used the Hall several times with no complaints – Motion to approve by Kraus, Second by Overbeek, passed unanimously.

WTA Survey Request – Clerk asked Board=s help with several questions – was instructed to consult Roadman McManaway about road use questions.

Fire/EMS Contracts – Karbash called the Board=s attention to other costs provided by Clerk – Town is billed for each call, then must attempt to collect from the user – Board needs to look at the contract. Motion by Overbeek to have Karbash negotiate with Whitewater re changing the contract to have Whitewater bill the user before trying to collect from the Town. Second by Kraus, passed unanimously.

2023 Elections – Clerk Ceas reported that the positions of Chairman, Supervisors 1 and 2, Clerk, and Treasurer will be up for election in April 2023, per notice she distributed that will be published this week. Nomination papers are available from her, but signatures may not be collected until after December 1, and completed Nomination papers must be returned to her by the first Tuesday in January.

Appointment of Interim Town Clerk – Chair noted Clerk Ceas has resigned effective January 7, and will be sorely missed. Karbash nominated Deputy Clerk Brian Hayes to serve as Interim Clerk until the end of the term in April 2023. Second by Wade, passed unanimously.

N6468 Anderson Drive On-going Complaint – Karbash reported he spoke with Town Attorney, and shared the Attorney=s letter re the Town=s options. Karbash had viewed the property, noted a broken window, many boats, dilapidated shed. He was unsure about County zoning regulations regarding the number of boats allowed. Motion by Overbeek to have Susan Miller check with County re boats and report back to the Board. Second by Wade, passed unanimously.

Insurance Renewal – Clerk noted we have been happy with service provided by The Horton Group for many years. Motion to renew by Overbeek, Second by Kraus, passed unanimously.

Approval of 2023 Proposed Budget – motion to approve by Kraus, Second by Overbeek, passed unanimously.

Payment of Bills – Motion to approve by Kraus, Second by Wade, passed unanimously.

Motion to Adjourn by Kraus, Second by Overbeek, passed unanimously.
