Town of Richmond

Special Town Board Meeting

Thursday, October 22, 2020

Minutes

Chairman Jeff Karbash called the meeting to order at 7:0pm. Present: Karbash, Supervisors Susan Miller, Carol Behrens, Tom Kraus. The Pledge of Allegiance was recited.

Chairman announced the purpose of the meeting was to plan the 2021 Town Budget. Adjustments to 2020 Budget – Clerk asked for clarification for insurance renewal, asked if the Board wanted to exercise the additional Option? Motion by Karbash, Second by Miller to opt out of the additional Option. Passed unanimously.

Specific Budget Requests – Clerk introduced “Hey Gov” phone app offered by Town Web, designers of current website. Consensus was No.

Discussion and planning for 2021 budget – after going through the current budget figures and estimates for 2021, Board members discussed increasing the levy over the current statutory allowance to allow for more monies to be spent on road construction and repairs, but consensus was to wait until more information was available on what would be allowed by statute. Karbash will bring this up to the public at the Annual Town Meeting in April.  It was determined that the 2021 budget could be kept within estimated revenues without using monies from designated funds unless unforeseen circumstances arise.

Motion to adjourn by Behrens, Second by Kraus, passed unanimously. Respectfully submitted,

Barbara Ceas, WCMC Town Clerk
