Board of Supervisors Meeting
Tuesday, May 18, 2021
Minutes
Chairman Jeff Karbash called the meeting to order at 7:00pm. Present: Karbash, Supervisors Susan Miller, Dave Overbeek, Carol Behrens, Tom Kraus. The Pledge of Allegiance was recited.
Motion to approve the Agenda by Kraus, Second by Miller, passed unanimously.
Motion to approve the Minutes by Miller, Second by Behrens, passed unanimously.
Motion to approve the Treasurer=s Report by Miller, Second by Kraus, passed unanimously.
Board Reports
Karbash – several phone calls with Overbeek re silage on road, also trying to arrange a meeting with our engineer who is out of town, also with Miller and Clerk re Richmond Rescue Plan.
Overbeek – reported on cornstalks blown into roadside ditches – need to remove them, City of Delavan letting us use their Asucker@ – do not know cost, but work must be done to clear the ditches. Rain will stop process.
Miller – attended Board of Review training webinar – complement Faith Elford from the WI Municipal Clerks Association on the excellent job. Lots of emails and calls with Clerk re the Richmond Rescue Plan funding – nothing we must do right now. Spoke to County about property complaint on agenda.
Behrens – nothing
Kraus – nothing.
Sheriff=s Liaison Jason Hintz – calls will increase in summer, nothing major last month. Behrens asked about an accident on County A, no information on it.
Delavan/Darien School District – Kim ___________ reported a sad month – one of their students passed away – helping others cope. Now hiring K-12 staff and also K-8 level counselors. Stadium project starting, hope to be open mid October. Received $150,000 DOJ funds for mental health counseling in-house. No significant budget concerns for next year – federal government is helping out.
Whitewater Unified School District – Superintendent Caroline Pate-Hefty expressed their condolences re Darien/Delavan=s student=s passing. She noted they will also be getting stimulus monies, hope to increase math, english learning, special ed classes, also will replace chrome books for each student, add 2 digital marquee signs and up grade athletic fields. Now discussing masking for Fall.
Chair said he would skip to Item 11 because Deputy Hintz needed to leave – this is a complaint re the property at Hwy 89 and R&W Townline Road from Mr. Larry Jacobs. Miller reported it has been problematic, she spoke with Darrin Schwanke at County, report is the property is being sold – was purchased in 2018 for $38,000, now for sale asking $99,000 through Shorewest Realtors, is supposedly empty. Deputy Hintz reported they have had 27 contacts there since January 1, have been there every day for the last two weeks, with May 15 being the last time. Miller thanked Deputy Hintz and Mr. Schwanke for their work on this location.
Public Comment – question – what is being done about high water at Lake Lorraine? Karbash responded we are in a holding pattern until he can speak with the engineer. Question – who cleans up after accidents on Hwy 89 and County A? Overbeek responded – should be the County – he will call them. Question – road crew trimmed trees on Territorial Rd – what happens to the logs they left? Response by Overbeek – they can be taken and used by residents.
Operator Licenses – Motion by Overbeek, Second by Miller, to approve Operator Licenses for Emma E. Drement, Rebecca L. Lawton, Melissa R. Wixom, Kennedy McNeil, and Mark H. Urban, sponsored by Badger Bob=s. passed unanimously.
Nieuwenhuis Bros Contract Proposal – Clerk explained proposal, gave estimated pickup cost increases, noted additional charges for tipping fee, gas and recycling surcharges, although total should not be cause for increase in $152/annual charge to property owners. Many in audience, all Board members and Clerk spoke highly of the service received by Nieuwenhuis over the years. Karbash noted he has also been happy with their service at the Duck Inn. Motion to approve the Proposal by Kraus, Second by Behrens, passed unanimously.
August Town Board Meeting Date – Karbash explained he will be on vacation the week including August 17, asked to move the meeting to August 10. Motion to approve by Kraus, Second by Overbeek, passed unanimously.
Town-owned Lots in Skansen=s Subdivision – Clerk explained the Town received a donation of two parcels of 2 lots each on Cedar Road. She spoke with the Property Lister, who indicated each parcel was Asub-standard@ build-able for a Asmall house@. If the parcels were combined, it would contain 4 lots making it more build-able. If the Board wished to sell the properties, permission would need to be obtained at a Town Meeting – a Special Town Meeting, an Annual Town Meeting, or the Special Town Meeting to approve the levy in the Fall. After discussion, Overbeek moved to combine the two parcels to one, Second by Miller, passed unanimously. Motion by Karbash that after the parcels are combined, it will be placed on the next Town Board meeting to decide when to have a Special Town Meeting. Second by Overbeek, passed unanimously.
Appointment of Weed Commissioner – Motion by Behrens, Second by Kraus to nominate Miller to continue as Weed Commissioner, passed unanimously.
Motion to pay the Bills by Kraus, Second by Overbeek, passed unanimously.
Motion to Adjourn by Miller, Second by Overbeek, passed unanimously.
