Minutes

Chairman Jeff Karbash called the meeting to order at 7:00pm. Present: Karbash, Supervisors Susan Miller, Carol Behrens, Dave Overbeek. Absent: Supervisor Tom Kraus. The Pledge of Allegiance was recited.

Motion by Miller, Second by Behrens, to approve the Agenda, passed unanimously.

Motion by Behrens, Second by Overbeek, to approve the Minutes, passed unanimously.

Motion by Overbeek, Second by Behrens, to approve the Treasurer=s Report, passed unanimously.

Board Reports
Karbash – spoke with Town Attorney re Lake Lorraine flooding issue and proposed eminent domain takeover of property for drainage ditch. A very long, arduous and costly process that would not benefit the entire Town. Other option could be a drainage district consisting of only those properties in the district, who would bear the full cost of all expenses. It is not uncommon in municipalities. If they would like that we could put it on a future agenda. That way it is fair to the rest of the community. Overbeek noted if a cost was $50,000 and there were five members in the district, each would pay $10,000. Karbash added that they would also bear the full cost of any engineering study. And after that – it may not work. Miller – they may find it is an unpalatable solution.

Overbeek – Sheriff – arrest at Turtle Lake? Deputy Hintz – yes, it was a trespasser. Talked to Chris Boss re sediment at the alley – he will clean it up when he can – it is frozen now. It is a maintenance issue – we talked about this last Fall. Estimate $20,000 to raise Lake Lorraine Road – just for information.

Miller – talked to Darrin Schwanke re Richmond House and property on Hwy 89 – Turner is removing piers from property, so surmise he will not pursue that part of Conditional Use. County trying to get a warrant to go onto the Hwy 89 property. Will follow up on Enbridge Grant availability, and a Facebook page for the Town.

Behrens – nothing

Sheriff=s Deputy Jason Hintz – talked to Darrin Schwanke re Mizzu property on Hwy 89 – no cooperation from the owners. At Lake Wandawega – they are going to do pumping, estimate costs of $80,000. Civil warrant for Zoning Agency to check the property on Hwy 89 and R/W Townline – Sheriff does not document zoning issues.

Public Comment – Jeff Hufford – spoke about drainage on alley at Turtle Lake. Concern about future problem. Overbeek – will check with Roadman – Town did not create problem. Question about entrance/exit – Karbash – will put on future agenda.

Clerk Ceas – received much information about Coronavirus, including webinar last night, suggesting closing the Hall, and limiting 10 people or less – who would police? Who would clean/sanitize? Clerk suggests postpone use of the Hall until further notice because of sanitary issues. Overbeek moved that Town Hall is closed to public use temporarily until coronavirus restrictions are off, Second by Behrens, passed unanimously. Karbash – what about voting – helpful to have Hall cleaned – full sanitation would be useful. Clerk – as of right now, the election is going forward, getting lots of absentee ballot requests. In-person absentee voting Monday, Tuesday, Thursday, 6-8:00pm the week before the Election. Can only have 10 people in the Hall at one time – meeting with election workers Saturday and public testing of voting equipment. Clerk and Roadman and Kaco rep will be here Monday to set up for the election. Sustained community transmission received from the Election Commission states – California, Washington, New York and possibly Illinois – people who arrive from those states into WI should consider 14 days self quarantine – not a mandate, just a suggestion. That was yesterday – I send email to EC re my own children who live in IL and want to come to visit – Clerk read the recommendation, which strongly suggested they not travel back and forth. Also info from Whitewater Schools and WI Towns Association that was shared from Board. It is prevention, folks, to stop this virus. Karbash – nephew in Reserves was called up, but he doesn=t need to go while he is in college, but over 1,000 troops have been called up. Consensus to have Hall cleaned before and after each in-person, training, set-up, election day, etc. Hope to be eligible for 75% for reimbursement – or may cancel primaries. Clerk – can=t expect regular cleaning service to include this at $100 month – consensus to pay her what is needed. Overbeek – what about people who go to the Clerk=s house – don=t let them in the building – put papers in mailbox.

Bartender Licenses: Kathleen P Burns, Gerald W. Burns, Kris R. Gronert, John G. Schehl, sponsored by Turtle Lake Tap & Grill – Motion by Overbeek, Second by Miller to approve, passed unanimously.

Committee Appointments –
Plan Commission – Karbash Motion to approve Pam Paul and Earl Humphrey, Second by Overbeek, passed unanimously.
Equipment & Maintenance – Motion by Karbash to nominate Jim Hoover as Chairman, Second by Overbeek, passed unanimously. Karbash to nominate A.J. Booth if he completes an application – Overbeek noted he has a house on Island Road and works maintenance for City of Delavan – second by Overbeek, passed unanimously. Overbeek, another position to fill, recommend Steve Witt – often comes to meetings – Karbash nominates upon completion of application, Overbeek second, passed unanimously.

Behrens Donation – Carol Behrens presented her family=s plan to donate a bench at the Turtle Lake Boat Launch in honor of her son Michael – placed on a slab, built by Doty Concrete that will last many years, be very heavy so can=t be stolen. An perhaps a maple tree at that location. Urged everyone to get a physical checkup – don=t ignore when you don=t feel good. Motion to accept by Overbeek, Second by Miller, passed unanimously.

Debra and James Cote= Property Donation – property on Cedar Road in Skansen=s – four lots in two parcels – would like to offer the Town the land for green space. Could say we would like to accept with the provision that we can dispose of it as we see fit, since we already have a park in the area. Karbash – send a letter saying we would accept if there are no contingencies. Behrens – Town Board will accept your donation provided there are no contingencies or restrictions on the use. Second by Overbeek, passed unanimously.

Complaints – none Karbash complimented Roadman McManaway – received a call about deer on a property, and Wally picked it up and took care of it.

Payment of Bills – Motion by Overbeek, Second by Miller, passed unanimously.

Motion to adjourn by Behrens, Second by Miller, passed unanimously.
