Board of Supervisors Meeting
Tuesday, June 16, 2020
Minutes
Chairman Jeff Karbash called the meeting to order at 7:00pm. Present: Karbash, Supervisors Susan Miller, Tom Kraus, Carol Behrens, Dave Overbeek. The Pledge of Allegiance was recited.
Motion by Miller, Second by Kraus, to approve the Agenda, passed unanimously.
Motion by Kraus, Second by Behrens, to approve the Minutes of the previous meeting, passed unanimously.
Motion by Kraus, Second by Miller, to approve the Treasurer=s Report, passed unanimously.
Board Reports
Karbash – Most on the agenda. Re Lake Lorraine flooding, Supervisor Overbeek has been working with the DNR – we can=t do anything until we have their approval.
Miller – working on Enbridge community assistance – finally reach the new representative for that area. We will need the number of trees, sizes, dollar amount, etc. – will talk with Roadman McManaway and put this on the July agenda for final planning. Called We Energies about poles on Territorial, left message, then Roadman McManaway Avolunteered@ to call his contacts. Haven=t received a return call for my message. Would like to know who is doing all the fireworks.
Overbeek – going slow with the DNR (recapped process to date) – we have done everything they asked, just waiting for final approval before proceeding with easement part of the process.
Behrens – most on agenda – received a call re traffic on Anderson Drive, will ask Sheriff=s Deputy Hintx to check on it.
Kraus – all on agenda.
Public Comment – Jeff Hufford – Sheriff has been helping with traffic, parking in Turtle Lake Tap & Grill area.
Licenses – Chair recused himself for conflict of interest. Overbeek Moved to approve Cigarette Licenses for Uncle Buck=s, Snug Harbor, and Scenic Ridge Campground, Second by Kraus, passed unanimously. Motion by Kraus to renew all Operator licenses, Second by Overbeek, passed unanimously. After all Board members had examined applications, Kraus Moved to approve new Operator licenses for Rachel Kundert, Avi Moore, Jenna Paez, Steven Blume, Daphne Larsen, and Madeline Mydra, Second by Overbeek, passed unanimously. Motion by Kraus to approve renewal Class A, Class B and Winery licenses, Second by Overbeek, passed unanimously.
James Guthrie requested a refund of the $145 Refuse/Recyclables pickup charge for his property in Skansen=s subdivision because the house was razed in November 2018, but not removed from the 2019 tax roll. Motion by Overbeek to approve the refund, Second by Kraus, passed unanimously.
Recycling Grant Ordinance Revision. Grant Coordinator Gina McManaway reported that after she attended a recent workshop, she found several errors in our current ordinance, mostly statutory references, etc. Clerk explained process to revise the ordinance. Motion by Overbeek, Second by Miller to begin the process and put on July agenda.
Parking at Turtle lake Boat Launch – Frank Palormo explained that there has been increased volume at the boat launch, with boaters parking on the roadway, and parallel parking at the ramp area, mostly on weekends and holidays, asked if something can be done, especially with Snug Harbor opening up for business this month. There are many no parking signs in the area that are being ignored. Overbeek will contact Jason Hintz and ask him to have the Sheriff=s deputies give warnings, and will talk to Cheryl at Snug Harbor about possible parking at her lot for a fee from users.
July Town Board meeting – Chair will not be available on July 21, ask for a change, Clerk suggested July 14. Consensus to meet on Tuesday, July 14.
Town Hall Drop Box – Clerk explained due to high volume of absentee voters, many of whom do not want to return their ballot in the mail, we could set up a drop box at the Town Hall, and may be able to be reimbursed by the WI Elections CARE grant because of the Covid-19 pandemic. Motion by Karbash to have Clerk find a box and Roadman to install it, Second by Miller, passed unanimously.
Internet Service Provider – Clerk explained that internet service from Netwurx has been increasingly bad at her office lately, asked to switch to Edge Broadband at that location, for a comparable price, but increased up-and down-load capabilities. Motion to approve by Overbeek, Second by Behrens, passed unanimously.
Public Use of Town Hall – Overbeek suggested the Hall should be opened for public use again. Much discussion, with Miller and Behrens wanting to wait another month until we see if Covid-19 cases spike in the area. Motion by Overbeek to open the Hall, Second by Karbash, passed with Karbash, Overbeek, Kraus voting yes; Miller, Behrens voting No.
Complaints – N7282 Krahn Drive – Karbash reported it seems like the neighbor not liking the unsightly look of the property. He will call the neighbor, explain there is not much the Town can do about it.
Payment of Bills – Motion to approve by Miller, Second by Behrens, passed unanimously.
Motion to Adjourn by Overbeek, Second by Miller, passed unanimously.
