Minutes
1. Call to Order
Chairman, Jeff Karbash, called meeting to order. Present: Karbash, Supervisors Dave Overbeek, Susan Miller, David Alexander, and Mike Bergman
2. Pledge of Allegiance recited
3. Motion by Karbash Second by Bergman to table LRIP discussion.
4. Road
Roadman, McManaway, states bids came in higher than estimate with milling. Discussion of being $23,000 over budget at last meeting. Approximately $172,000 will be spent on Chapel Road and road work will not continue onto R & W Townline Road. 55 driveways is a lot more than usually completed. Any additional ARPA money will be designated to another road, after Chapel Road is completed, possibly a short street on Turtle Lake.
Motion by Overbeek, Second by Bergman for road work to stop on Chapel Drive and not continue onto R & W Townline Road. Passed unanimously.
5. Wood Chipper
Chipper contract presented to board to review for Richmond Township to buy used wood chipper from City of Delavan. Overbeek states 2 departments in the City of Delavan do not want the chipper to be sold.
Motion by Karbash, Second by Bergman to send chipper purchase contract to City of Delavan. Votes in favor: Karbash, Miller, Alexander, and Bergman
Abstain: Overbeek
Motion passed
6. GFL
Karbash spoke with GFL representative, Jason Johnson, regarding bulk pick up once a month curb side and GFL response was if current contract was changed to “no more than 4 items” monthly each property owner would be charged an additional $1.25 per month.
Concerns expressed: limitation on quantity of bulk pick up items, $60 a year charge for long driveways (300 foot) with a waiver required to be signed by owner, GFL could deny based on accessibility, turns, or trees, Large GFL trucks would be driving on driveways, complaints that garbage or recycling not picked up, no option for smaller containers, no answer when calling GFL and the color of the bright green containers. Alternatives to GFL discussed.
Motion by Overbeek Second by Alexander to keep current GFL contract. Passed unanimously.
7. Recall Election
Recall Election postponed from 7/30/2024 until 8/20/2024, because Type A notice was not posted at least 40 days prior to the Recall Election. Candidacy forms can be picked up starting 7/9/2024 and must be returned to Town Clerk by Tuesday, 7/23/2024 at 5 PM.Type A notice to be posted on the Town website and 3 locations in the Township.
8. Clerk unavailable for 7/16/2024 Board Meeting
Motion by Overbeek, Second by Bergman to change Board meeting date to 7/30/2024. Passed unanimously.
9. Motion by Overbeek Second by Bergman to adjourn the meeting.
Passed unanimously.
