Board of Supervisors Meeting
Tuesday, July 14, 2020
Minutes

Chairman Jeff Karbash called the meeting to order at 7:00pm. Present: Karbash, Supervisors Susan Miller, Tom Kraus, Dave Overbeek, Carol Behrens. The Pledge of Allegiance was recited.

Motion by Overbeek, Second by Kraus, to approve the Agenda, passed unanimously.

Motion by Miller, Second by Behrens, to approve the Minutes, passed unanimously.

Motion by Overbeek, Second by Kraus, to approve the Treasurer=s Report, passed unanimously.
Board Reports
Karbash – Issued 4-5 fireworks permits, otherwise quiet month.
Overbeek – Opened Lake Lorraine boat ramp on Saturday to allow lakeside homeowners access to put boats in the lake. Parking area/ramp is closed now. Have constantly been in contact with Ken Maynard, various DNR personnel including the Assistant to the Secretary of the DNR, and Representative Amy Loudenbeck re flooding. As of 4:30pm today, we have received the DNR permit, now can move to the next step in the process – call the Engineer for a proposal and cost estimate, while Chairman contacts our Attorney re the Easement with the property owner. Meanwhile the DNR will be surveying both Turtle Lake and Lake Lorraine re invasive mollusks.
Miller – Roadman McManaway and myself have been trying to contact We Energeies and the Sheriff re the utility poles in danger of falling down. Working on the Facebook page for the Town.
Behrens – nothing
Kraus – nothing

Sheriff=s Liaison – Jason Hintz reported nothing major last month.

Roadman McManaway – all on written report – too hot to have crews out too long.

Public Comment – Mr. Mark Gautier – asked why the Lake Lorraine boat ramp was closed. Overbeek explained – suggested perhaps a lakeside owner would allow Mr. Gautier to keep his boat on their pier, but he did not like that idea. Mr. Gautier expressed concerns about flooding, septics going into the lake, oil from vehicles and contamination of wells – perhaps should condemn houses on peninsula – those homes should not have been built according to today=s standards.

Enbridge Grant – Miller explained McManaway was helping with tree prices, started the application procedd, but need exact number of trees: estimate 5 for the park, ? For Hall, both aesthetics and shade, perhaps maples. Could cost $480 each, estimate $2500 total? Will get more quotes.

Recycling Ordinance – Clerk asked to table. Motion by Karbash, Second by Behrens to table, passed unanimously.

Safety Committee – Overbeek noted we should re-organize this committee to look into upcoming fire contracts. Suggested Paul Yakowenko (teaches fire safety at Gateway Tech), Jim Hoover, Tom Kraus, and others on original committee. Karbash mentioned he had a brief chat with the Whitewater Chief some time ago – they do have a formula. Miller remarked that we need the formula. Also should request tapes from the Pinnow Road fire last year from Darien Fire Dept – we are still on Aauto aid@ to Sharon instead of Delavan. If a car extraction, for example, Medix must wait for Sharon squad to arrive – longer time than Delavan.

Roadwork – Roadman McManaway asked to go ahead with chipseal now that paving and crackfill has been done, or should we earmark the budget balance for the drainage control. Motion by Karbash to spend $30,000 for sealcoat on Territorial and County Line, second by Overbeek, passed unanimously.

PPE – Clerk displayed pictures, explained that Treasurer would like to obtain a facemask similar to one used by Town of Lafayette Clerk for collecting taxes, and less expensive types, asked if other Board members would like one for meetings, etc. Consensus to buy one for Treasurer and Clerk, plus extras if Board members and/or election workers wanted them.

August Town Board meeting date – Karbash apologized, asked to change because of his recent shoulder surgery, suggested August 25 so not to conflict with the August 11 election and his re-scheduled vacation. Motion by Overbeek, Second by Miller, to meet on Tuesday, August 25, passed unanimously.

Complaints – McManaway – need tires for the front of tractor, estimate $2,000. Consensus was OK to purchase.

Payment of Bills – Motion to approve by Kraus, Second by Overbeek, passed unanimously.

Motion to Adjourn by Overbeek, Second by Miller, passed unanimously.
