Board of Supervisors Meeting Tuesday, August 10, 2021, 7:00pm Minutes

Chairman Jeff Karbash called the meeting to order. Present: Karbash, Supervisors Susan Miller, Carol Behrens, Tom Kraus. The Pledge of Allegiance was recited. Supervisor Overbeek arrived later.

Motion to approve the Agenda by Miller, Second by Kraus, passed unanimously. Motion to approve the Minutes by Kraus, Second by Miller, passed unanimously. Treasurer’s Report – Clerk stated that Treasurer Seaver had not yet received the bank statements, so her report would be available and emailed to the Board as soon as it is received.

Board Reports

Karbash – everything on the agenda

Miller – calls re zoning, letter from County re Cleveland property on County A. Behrens – nothing

Kraus – nothing

Sheriff’s Liaison Deputy Hintz reported no incidents in Richmond, although several accidents at County A and Hwy 89 intersection.

Roadman McManaway – nothing new, will probably be doing cold mix, then sealcoat, then Turtle Lake area in September. Doing a lot of tree work lately.

Public Comment – Rich Charts – ask that the Board put the watershed diversion project on a future agenda to cancel the DNR permits and ask for a refund of the fees, then discuss what can be done later. There is a lot of confusion and unhappy taxpayers.

Phil James read a letter addressed to Clerk and Chairman as a FOIA request. Clerk noted that “FOIA” is the federal term for Freedom of Information Act, and under WI Statutes it is a Public Records Request. She will respond per the Statute.

Mike Bergman – if Mr. Chart’s request is put on the agenda, the Board should then discuss what it will do about the flooding situation.

Operator License – Sydney Kathleen Kirkpatrick, sponsored by Turtle Lake Tap & Grill – Motion to approve by Kraus, Second by Behrens, passed unanimously.

Walworth County Clean Sweep Donation – after discussion, Overberek Moved to not donate, since current taxes already cover this service. Second by Kraus, passed unanimously.Walworth County Hazard Mitigation Plan First Draft Review – Miller noted this was sent to the Clerk instead of herself as the Town’s representative. Motion by Karbash, Second by Overbeek, to respond with no input.  Passed unanimously.

Town Insurance Policies – Clerk noted our insurance is up for renewal effective November 8, asked if Board wanted to renew or ask for bids.  After much discussion, consensus to have Clerk request proposals from The Horton Group (our current provider), Rural Mutual Insurance, and Charles Busch’s firm. Clerk was directed to ask for response by September 13, when she will provide copies to the Board, and put it on the September 21 Town Board agenda for a decision.

Treasurer’s Internet Service – Clerk reported she had clarified with Treasurer Seaver – her service is for 50 minutes, not 15 minutes as previously understood; she would like the Board to pay for 3 months service at $60/month. Motion to approve by Overbeek, Second by Behrens, passed unanimously.

Unpaid Fire Calls – Chair noted that the item in question may get paid because of a change in the fire department’s reporting. Will table to September Delavan Fire Department Concerns re Access to properties. Overbeek and Paul Yakowenko (?) reported that the fire trucks are unable to get down some town roads or private roads, ask how to have trees trimmed? Overbeek noted he would be happy tow ork with the Fire Department to go house to house and inform residents. Behrens suggested put a notice on the website. It is already on the flyer that goes out with the tax bills and on the website. Overbeek would also reach out to Whitewater Fire Department for the north side of Town. Karbash asked for a check at our ISO rating – Paul noted that Delavan’s is Class 3 – should make a difference in homeowner’s insurance, can check on Whitewater’s. consensus to have Overbeek work with Clerk to draw up a flyer for distribution.

Complaints – none

Wisconsin Towns Association Convention – Clerk noted the convention is in October – several agenda items seem worthy of attending, also Fall Workshops. Miller noted she will attend the Fall workshops online. Clerk asked if anyone plans to attend the convention, let her know asap so she can make the hotel reservations.

Payment of Bills – Motion to approve by Kraus, Second by Behrens, passed unanimously. Motion to Adjourn by Kraus, Second by Miller, passed unanimously.
